Companies looking to scale up gasification can still apply for the DEI Plus program. The application window for the Gasification of Waste Streams theme closes on Thursday, August 28th at 17.00:109 PM. The available budget is €30 million, with a maximum of €18 million per project. The Netherlands Enterprise Agency (RVO) also reported on August XNUMXth that no applications have yet been submitted and that grants will be awarded on a first-come, first-served basis.
What is covered by the scheme?
The scheme focuses on demonstration projects. These are installations that convert biogenic or mixed residual flows into green energy carriers such as green gas and advanced biofuels, or into raw materials for the circular economy. Pilot projects are not included here; they are listed elsewhere in DEI plus. Projects in which the syngas is used directly for heat or electricity fall outside this theme. This also applies to projects that primarily revolve around hydrogen, recycled carbon fuels, or biochar.
Conditions that matter
The threshold is specific. The nominal thermal input power must be at least 5 megawatts. At least 40 percent of the annually processed energy input must be biogenic. All flows processed in the installation qualify as waste or as other materials that cannot be processed to a higher quality. Biogenic flows comply with Annex IX of the European Renewable Energy Directive and the sustainability criteria of that directive. All necessary permits for construction and commissioning must be included with the application; otherwise, the Netherlands Enterprise Agency (RVO.nl) will not process the application. The maximum duration of a project is four years, and a chain approach with pretreatment, torrefaction, gasification, cleaning, and upgrading is possible within this theme. A verification protocol is available.
How much support is possible
€109 million has been reserved for the gasification of residual flows. Specific support percentages apply within this theme. For production for energy purposes, the support can amount to up to 45 percent of the investment costs, with fully biogenic input and under certain conditions. For the production of raw materials for the circular economy, the percentage is 40 percent. For mixed residual flows, the renewable energy in the input mixture is taken into account. Surcharges for small and medium-sized enterprises may apply additionally under the DEI plus system. Submitting fewer applications than the maximum is permitted and can have a positive impact on the quality assessment.
Why this matters now
The Dutch government has designated gasification as a key technology for a climate-neutral energy system and for biobased raw materials. The DEI plus theme aims to support the early phase of scaling up, with an emphasis on practical demonstration. This aligns with the Green Gas Roadmap and the Climate Fund. Those wishing to participate are advised to have their technology, financing, and permits in order before the application window closes.
Practical points of attention
The Netherlands Enterprise Agency (RVO) uses a first-come, first-served basis. Ensure you have eRecognition and proof of financing for your own share in time. Also check the grid capacity in your region if electrification or generation is part of the plan. If you are unsure whether your flows count as waste or whether the calculation of the biogenic share is sufficient, the verification protocol can help you substantiate your claim.
