The report conducts research into the biobased economy. It focuses on the use and application of bio raw materials per economic sector.
The important basis of the Sustainability Framework is the SER report 'Biomass in Balance: A sustainability framework for high-quality use of bio raw materials. The SER report lays down the principles for the responsible use of bio-raw materials with a view to a timely phasing out of the stimulation of low-value applications such as electricity and heat, for transition-oriented application in sectors where no alternatives are available in the medium term, such as aviation and shipping , and for scaling up high-quality applications such as in chemistry.
To a greater or lesser extent related to the SER report, various studies have been published on the use of bio-based raw materials. These were studies on the availability of (sustainable) raw materials in the Netherlands and their optimal application, such as the National Bio Raw Materials Roadmap3 and analyzes by the PBL.
From a production perspective, the biobased economy of the Netherlands has been mapped out by CE Delft, RVO and WUR, among others. Agreements on definitions and methodology for determining the size of material flows in the biobased economy are laid down in the 2013 Monitoring Biobased Economy Protocol. Taking this protocol into account, CE Delft has developed a method on behalf of RVO to monitor the biobased economy. to be estimated based on statistical information and biobased shares per product. Following the CE Delft study, CBS has conducted research into the supply and use of biomass in the economy from a macroeconomic perspective. For example, the European H2020 Biomonitor project, in collaboration with WUR, among others, examined the size of the Dutch biobased economy. In the context of the Circular Economy (CE) work program, research has been conducted into CE indicators related to biomass use. In the coming years, statistics related to bio-raw materials will be set up and further developed at Statistics Netherlands, such as forestry accounts, non-energy consumption statistics and carbon accounts.
This report is based on previous research by Statistics Netherlands into the biobased economy. They focus on the use and application of bio raw materials per economic sector. They do not look at whether the biomass used is produced sustainably.
