In recent weeks, a number of political parties have shared their draft election manifestos. The NVDE has listed the relevant passages that touch on the climate and energy transition. The full analysis can be found here: Draft election programs K&E 2023.
Climate and energy issues are clearly presented in the draft election manifestos of all parties. Some striking intentions from the draft programs on climate and energy are:
PVDA/GREENLINKS
- Striving for a climate-neutral electricity supply by 2035 and a climate-neutral industry and society by 2040.
- Strengthening and innovation of the electricity grid plus priority projects with social importance.
- Permits within two years & sustainable nitrogen exemption for energy transition projects.
- More shared mobility, pay as you go, new lease cars emission-free by 2025 & all new cars emission-free by 2030.
- Climate obligation for companies that receive a subsidy and mandatory target for electrification of the industry.
VVD
- Encouraging working from home and more flexible working hours, making shared mobility easier and investing in better and more public transport.
- Stimulate geothermal energy. Geothermal energy is ideal for making the greenhouse horticulture sector more sustainable and as input for heating networks.
CDA
- Green industrial policy with binding and reciprocal tailor-made agreements for the largest polluting companies, infrastructure for 'negative emissions'.
- Investing in fast cycle paths, public transport and shared transport.
- Flight tax for transfers & private jets, no Lelystad airport and shrinking Schiphol to 440.000 flights.
- The interest rate on the Heat Fund remains 0 percent for low and middle incomes, all association homes with a poor energy label will be tackled before 2030, district-by-district sustainability will be achieved, with priority for vulnerable neighborhoods and a standard for bio-based construction.
VOLT
- Making existing homes more sustainable by, among other things, requiring double glazing from 2028 and investing in insulation, ventilation and clean heat.
- Replace motor vehicle tax on cars, vans and trucks with 'pay-as-you-go'.
- Private individuals can receive a subsidy until 2030 for the purchase or private lease of a new and second-hand electric car.
SP
- CO2industry levies, nationalize energy companies, invest in public transport.
- No road pricing and no standards for citizens or benefits from electric driving.
