The Ministry of Economic Affairs and Climate Policy is currently working out how ETS companies can demonstrate as of January 1, 2023 that the biomass they burn meets European sustainability requirements. The NEa facilitates the ministry's communication with the ETS companies involved on this subject. Below you can read the message from the Ministry of Economic Affairs and Climate Policy:
From 1 January 2023, installations participating in the EU ETS are obliged to demonstrate that the biofuels, liquid biomass and biomass fuels used for combustion (hereinafter: bioraw materials) meet the European sustainability requirements in order to qualify for zero emissions. If sustainability cannot be demonstrated, the greenhouse gas emissions released when burning the bio-raw materials are counted as fossil emissions for which ETS emission allowances must be surrendered.
Concrete information will follow in the autumn of 2022 about the actions that can be taken to comply with the new requirements as of January 1, 2023. In recent months it has become apparent that it is not feasible to set up a definitive system for sustainability demonstration in a timely manner. That is why a temporary system will be implemented in 2023 to demonstrate the sustainability of burned bio-raw materials. How sustainability can be demonstrated in the temporary system is currently being worked out for each category of bio-raw materials. Work will also be carried out in 2022 and 2023 on a definitive system, which is expected to come into effect on January 1, 2024.
The temporary system will, where possible and appropriate, align with the existing regulations of the Sustainable Energy Transition and Climate Transition Incentive (SDE++). Workability for the sector and the authorities involved is an important starting point in the design of the temporary system. The European sustainability requirements apply to all bio raw materials that are burned in ETS installations after December 31, 2022. The first emissions report under the new regulations will be the 2023 report, which must be submitted no later than March 31, 2024.
In the autumn, in addition to concrete reporting, an information session will also be organized about the new regulations.
