The Climate and Energy Outlook (KEV) 2019 provides an updated picture of national greenhouse gas emissions and the energy system up to and including 2030. The KEV is published annually in accordance with the Climate Act of 2019 and replaces the previous National Energy Outlook (NEV).
Ambitious goals give energy transition momentum, but implementation proves difficult
Greenhouse gas emissions in the Netherlands are declining and this trend will continue in the future. The Dutch energy supply will change in the coming years due to a sharp decrease in energy from fossil sources such as coal and gas, and a strong increase in renewable energy. For example, by 2030, two-thirds of total electricity production is expected to consist of renewable electricity.
Setting ambitious goals gives the energy transition momentum, but the implementation of agreements proves to be difficult. Several goals for 2020 are not expected to be achieved, such as the Urgenda goal (25 percent fewer greenhouse gas emissions) and two goals of the Energy Agreement: the share of renewable energy and 100 petajoules of energy savings.
Policy in the KEV 2019
The KEV 2019 includes all established and proposed policies up to May 1, 2019. Because the government only presented the Climate Agreement on June 28, 2019, and because it was not yet sufficiently concrete in all parts, that package could not be fully included in the KEV.
